Air quality application for general order coverage – Opportunity to request a public comment period

We propose to approve CPM Development's air quality general order application for the Dallesport Smith Pit portable rock crusher. We will hold a public comment period if one is requested.
CPM Development (doing business as Hood River Sand, Gravel, and Ready-Mix) applied for coverage under the air quality general order to operate its Dallesport Smith Pit portable rock crusher. CPM Development agreed to meet the requirements of the general order for a portable rock crusher.

We determined this proposal satisfies the requirements of Chapter 173-400 WAC. We plan to approve the application. We will hold a public comment period on a draft air permit ("approval order") that includes this change if we receive a written request by August 21, 2026.

Background
An air quality general order is a group permit that simplifies the air permitting process. When multiple sources of air pollution are alike, we can issue a single “general order” for qualifying facilities in that group instead of issuing an individual permit for each one. Facilities in the group that don’t qualify for a general order can still get a permit, but they need to apply through a more extensive permitting process.
