Three draft air quality general orders
Air quality general orders

We propose to update three air quality general orders:
- Asphalt plants heat and mix stone and sand with liquid asphalt to make pavement for roads and parking lots.
- Concrete batch plants move and release a concrete mix into trucks so it can be hauled to a job site.
- Rock crushers crush, screen, sort, move, and load rock.
These requirements are designed to make sure that any increase in air pollution from a new or modified source of air pollutants is minimized.

We determined this proposal satisfies the requirements of Chapter 173-400 WAC. We plan to approve the general orders.

We will hold a public hearing online if there is significant public interest. A request for a public hearing must explain the interest of the entity/person asking for it and why a public hearing should occur. If we do not receive significant written requests for a public hearing by July 5, 2026, then the online public hearing will be cancelled. We will update this web page cancelling the public hearing or with a link to the public hearing. Background
An air quality general order is a group permit that simplifies the air permitting process. When multiple sources of air pollution are alike, we can issue a single “general order” for qualifying facilities in that group instead of issuing an individual permit for each one. Facilities in the group that don’t qualify for a general order can still get a permit, but they need to apply through a more extensive permitting process.
