Granite Construction – portable 9X asphalt plant

Cancellation of coverage under air quality general order – Opportunity to request a public comment period

We propose to approve Granite Construction's closure of their portable asphalt plant. We will hold a public comment period if one is requested.

Granite Construction submitted a facility closure report for their portable 9X asphalt plant. They have closed the portable asphalt plant. Granite Construction requested we cancel (rescind) coverage of their portable 9X asphalt plant under the air quality general order application for asphalt plants.

We determined this proposal satisfies the requirements of Chapter 173-400 WAC. We plan to cancel their coverage under the general order for asphalt plants. We will hold a public comment period on a proposed cancellation ("rescission order") that includes this change if we receive a written request by July 18, 2024.

Background

An air quality general order is a group permit that simplifies the air permitting process. When several sources of air pollution are similar, we can issue a “general order” for all the sources, rather than a series of individual permits.
