Air quality notice of construction application WITHDRAWN

July 23, 2026 – The public comment period and public hearing are cancelled. VoltaGrid has withdrawn their application, so we will not be issuing a permit. We will not be responding to comments.

July 7, 2026 – We propose to approve VoltaGrid Electric Generation Plant's air quality notice of construction (NOC) application.

VoltaGrid submitted a notice of construction application for their site located east of Road O NW and north of Road L NW, in Quincy (Parcel 0401414050 at Section 4, Township 20 N, Range 24 E).  VoltaGrid supplies affordable, ready-to-use clean power and fuel solutions for both remote locations and sites connected to the electricity grid.

VoltaGrid is proposing to install 14 prime power natural gas generators, 30 megawatts (MWe) total power supply. VoltaGrid plans to install air pollution control equipment to the generators. This includes selective catalytic reduction controls for nitrogen oxides, and oxidation catalyst controls for carbon monoxide and volatile organic compounds.

Emission increases from this project include:

  • 41 tons per year carbon monoxide (CO)
  • 10 tons per year volatile organic compounds (VOCs) 
  • 8.8 tons per year particulate matter (PM)
  • 8.7 tons per year nitrogen oxides (NOx)
  • 6.3 tons per year formaldehyde (CH₂O)
  • 6.2 tons per year sulfur dioxide (SO₂)

We determined this proposal satisfies the requirements of Chapter 173-400 WAC. We plan to approve the application.

Background

A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.

A notice of construction air permit limits the amount of air pollutants a business can emit.
