Cancellation of air quality notice of construction permit – Opportunity to request a public comment period

We propose to cancel Willis Enterprises Bullfrog Chip Plant air quality notice of construction (NOC) permit. We will hold a public comment period if one is requested.
Willis Enterprises submitted a request to cancel (rescind) the air permit ("approval order") number 05AQ-C015 for their chip plant located 300 South Bullfrog Road, Cle Elum. The company has removed and sold all chipping equipment.
This change will not result in increased emissions from the facility.
We determined this proposal satisfies the requirements of Chapter 173-400 WAC. We plan to cancel the air permit. We will hold a public comment period on a draft cancelled air permit ("rescission order") that includes this change if we receive a written request by June 17, 2026.

Background
A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.
A notice of construction air permit limits the amount of air pollutants a business can emit.
