Clean Fuel Standard

Feb. 1, 2024 - March 1, 2024, 11:59 p.m.

Comment on the proposed 2024 program fee for the Clean Fuel Standard.

Participants in the Clean Fuel Standard are charged a participation fee to cover the cost of program implementation. The fee is based on the estimated budget for the upcoming year. It is calculated on the total number of registered participants in the program.

Proposed 2024 fee

  • All participants (both credit and deficit generators) pay 5% ($101,845) of the program cost.
  • Deficit generators pay 95% ($1,935,067) of the program cost.

Estimated budget: $2,036,913

Estimated fee:
[based on total number of registered participants (380) as of Jan. 30, 2024]

  • Participation fee, all program participants: $268
  • Category 1 fee, top 30% of deficit generators: $104,195
  • Category 2 fee, middle 30% of deficit generators: $29,770
  • Category 3 fee, lower 30% of deficit generators: $14,885

Final 2024 fee

The final fee will be set on March 15, 2024. It will be based on the number of registered participants at the end of the public comment period, which should be lower than the proposed fee.

Background

The Clean Fuel Standard will curb carbon pollution from transportation, which is the largest source of statewide greenhouse gas emissions in Washington. The Clean Fuel Standard is designed to decrease the carbon intensity of Washington's transportation fuels. It will provide an increasing range of low-carbon and renewable alternatives, which reduce dependency on petroleum and improve air quality.

As of Jan. 1, 2023, producers and suppliers of high-carbon intensity fuels must register, report, and meet the requirements of the Clean Fuel Standard program. Producers and suppliers of low-carbon intensity fuels may opt in and meet the requirements to generate credits.
