We are holding a public comment period about an interim action work plan at Terminal 91, located at 2001 W. Garfield St. in Seattle, WA.

Please review and comment on the following documents:
- Interim Action Work Plan (IAWP): A plan outlining a partial cleanup that will be done before the final cleanup.
- Public Participation Plan: A plan encouraging community involvement in cleanup decisions.

This public comment period opens June 15, 2026, at 12 a.m. and closes July 17, 2026, at 11:59 p.m. You can submit comments in the following ways:

Site background
Terminal 91 is located in an industrial area between Queen Anne and Magnolia in Seattle, WA. In the late 1800s, the area was developed for industrial shipping. This activity contaminated the site and we are currently overseeing the cleanup.
Interim Action
The proposed interim action involves dredging two areas of the Western Berth to make it deeper. Additional depth is needed so cruise ships can connect to shore power. Connecting to shore power reduces air emissions.
The larger proposed dredge area is clean. The area along the pier face is contaminated. All dredged material will go for landfill disposal. After dredging, the exposed area along the pier face will be covered with clean sand to protect animals from any remaining contamination until the final cleanup.
