The Washington Legislature has awarded $38.5 million for the construction of the Odessa Groundwater Replacement Program’s EL 22.1 delivery system to further advance the Odessa Groundwater Replacement Program.
East Low (EL) EL 22.1
The Washington Legislature has provisoed $38.5 million in the Ecology 25-27 biennium capital budget for the construction of the Odessa Groundwater Replacement project (OGWRP) EL 22.1 delivery system. The proposed irrigation system would include a new canal turnout infrastructure, a large-scale canal pump station, modifications to a power sub-station and 12 miles of large diameter pipeline to provide federal Columbia Basin Project surface water to various properties currently utilizing groundwater.
Environmental justice assessment for state grant
Washington's environmental justice law, the Healthy Environment for All (HEAL) Act, empowers us to conduct environmental justice assessments when planning significant actions, including the $38.5 million state grant investment for the construction of the EL 22.1 delivery system. The grant to the EL 22.1 is worth more than $12 million and considered a significant state action. Our 11/19/2025 environmental justice assessment notice for the EL 22.1 Delivery System Construction 2025-27 state capital budget proviso is posted on the state Office of Financial Management’s website. The assessment will help us better understand the wide range of environmental justice impacts the grant may have on the community to make informed decisions that reduce environmental harm and address environmental and health disparities in overburdened communities.
