Meetings & Hearings

Financial Responsibility for Small Tank Barges and Oil Spill Response Barges

Public hearing on rulemaking

Feb. 29, 2024, 10 a.m., Online webinar

We are holding three virtual public hearings on this rule proposal via webinar for Chapter 173-187 WAC Financial Responsibility and repeal of Chapter 317-50 WAC.

Webinars are an online meeting you can attend from any computer using internet access. The hearings will begin with a short presentation and question and answer session, followed by the opportunity to provide testimony.

Background:

This rulemaking will implement updates to Chapter 88.40 RCW Transport of Petroleum Products – Financial Responsibility, as required under Engrossed Second Substitute House Bill (E2SHB) 1691 and will incorporate the requirements of existing Chapter 317-50 WAC, which will be repealed. The rulemaking will ensure that vessels and facility owners and operators have adequate financial resources to pay cleanup and damage costs arising from an oil spill.

Review related documents on the page for this rulemaking.

We write rules to implement and enforce state and federal environmental laws and rules. Ecology follows a 3-phase process for rulemaking:

  1. Announcement and development
  2. Proposal
  3. Adoption

For each phase of the process, we update the rulemaking web page and notify interested parties. We also file notice in the Washington State Register. To learn more about Ecology’s rulemaking process, read the Frequently Asked Questions.
