Safe and Effective Threshold Determination Report

All "Rate-A Delivering Vessels" are required to submit a Safe & Effective Threshold Determination Report that explains when it is safe and/or effective to deploy boom prior to oil transfers at their location.
This report takes into account when it is physically safe for personnel on the water to pre-boom prior to transfers and when boom may or may not be effective, both based on weather conditions such as wind speed, current, and wave height.
Interested public and local and Tribal governments are invited to review and comment on required five year updates to industry oil spill plans. These updates are required by the state’s oil spill prevention regulations.
Background
Washington Administration Code (WAC) Chapter 173-184 requires vessels conducting over the water transfers of oil in bulk at a given rate to have a state-approved Safe and Effective Threshold Determination Report. These reports establish the sea and weather conditions that might make it ineffective or unsafe to deploy boom at the location where oil transfer operations will be conducted.
