We invite you to comment on the proposed Agreed Order, SEPA Determination of Non-Significance, and Public Participation Plan for the former Alcoa Vancouver site, located at 5701 NW Lower River Rd, Vancouver (Clark County). The comment period runs from June 18, 2025 – Aug. 6, 2025.
All comments must be submitted or postmarked by 11:59 p.m. on Aug. 6, 2025.
The proposed Agreed Order requires the Port of Vancouver, a potentially liable party responsible at this site, to:
- Conduct additional investigation related in-water sediment sampling.
- Use that information to plan and conduct an interim action cleanup of PCB-impacted sediment at the site.
- Report all findings to Ecology.
The State Environmental Policy Act (SEPA) Determination of Non-Significance is Ecology’s review and determination that the Interim Action is not likely to harm the environment.
The Public Participation Plan has information on how we will reach out to the public about this cleanup project, and how the public can share input with us.

Public Meeting and Hearing
Ecology will hold a virtual public meeting with presentation and formal hearing on the proposed actions July 30, 2025, at 6 p.m. on ZOOM. Please register for this meeting. Registration is required.
