Recycling Reform Act

We invite you to comment on the preliminary collection lists that Ecology is developing as part of Recycling Reform Act implementation. The comment period will run from Aug. 5 – Aug. 19, 2026.

The Recycling Reform Act is a law passed by the State Legislature in 2025 to improve Washington's residential recycling system by creating an extended producer responsibility program for residential packaging and paper products.

The law requires producers of these products to join and fund a nonprofit Producer Responsibility Organization (PRO). Starting in 2030, recycling service providers will have most of their costs reimbursed by the PRO.
