Draft State Waste Discharge permit renewal and fact sheet

We invite you to review and comment on the draft State Waste Discharge Permit No. ST0045528 renewal and fact sheet for Tesoro Logistics Operations LLC (Skagit County).

The draft permit is part of a routine renewal that authorizes the discharge of wastewater and stormwater from Tesoro Logistics Operations LLC (TLO) to the Tesoro Anacortes Refinery, where it will be treated at the refinery wastewater treatment plant.

Background

TLO owns and operates the Tesoro Anacortes Terminal, a crude oil and light products bulk storage loading/off-loading facility co-located with the Tesoro Anacortes Refinery. TLO is comprised of the Crude Railcar Off-Loading Facility, Light Products Truck/Rail Loading Facility, Marine Crude Storage Terminal, Refinery Products Storage Facility, and Wharf Facility.

The proposed permit clarifies and distinguishes the different discharge locations from TLO to the refinery. The proposed permit includes requirements to monitor the wastewater flow from each TLO facility and oil and grease from the Crude Railcar Off-Loading Facility. It requires a once per permit cycle requirement to characterize the wastewater and stormwater discharge. It also requires TLO to submit an updated spill plan and an operations and maintenance manual.
