Comment on agreed order and cleanup documents

Ecology is entering into a legal agreement with some of the potentially liable persons (PLPs) to cleanup this site. These PLPs are Texaco Inc, Exit 59 Food and Fuel LLC, and Candid Travel Center Land LLC.

Petroleum hydrocarbons contaminated soil and groundwater at the service station on this site.  

The following documents are available for your review and comment on the Cowlitz Food & Fuel webpage.

  • Agreed Order DE 21413. Among other actions, the agreed order requires the PLPs to carry out the cleanup described in the Cleanup Action Plan.
  • Revised Feasibility Study. The report compares ways to clean up the contamination.
  • Draft Cleanup Action Plan. The plan describes how to clean up petroleum-contaminated soil and groundwater. The plan combines soil excavation and treatment to reduce the amount of contamination and groundwater testing to make sure there is a reduction in the amount of contamination over time. If contamination remains at the site, then institutional controls are proposed to make sure the cleanup is effective. 
  • State Environmental Policy Act Determination of Non-Significance. The document describes our decision that cleanup activities are not likely to harm the environment. 

We will consider your comment and make necessary changes to the documents. If there are no changes, we will finalize the documents.
