Fresh Fruit Packing General Permit

We will host an online public meeting and hearing, using Zoom, the afternoon of Thursday, July 23. We will share information that will help explain the draft permit's proposed changes. A question-and-answer session will follow, then a formal public hearing. The hearing is an opportunity for formal spoken testimony on the draft permit. The event will end when testimony is complete.
Spoken testimony will receive the same consideration as written comments. You can submit comments until Aug. 8, 2026.

Facilities in Washington that wash and pack fresh fruit must have a permit to make sure their wastewater doesn't pollute nearby lakes, rivers, and groundwater. The permit sets rules for how facilities must treat and dispose of wastewater before it is discharged.
This permit protects local water, workers, and communities while supporting the agricultural industry. It's renewed every five years and gives businesses clear, consistent rules statewide.
The current permit was last issued Nov. 17, 2021, and will expire Dec. 31, 2026. The draft general permit, fact sheet explaining the legal and technical basis for the draft permit, economic impact analysis, a copy of the proposed application for coverage, and information about informational meetings and public hearings can be found on the Fresh Fruit Packing General Permit webpage.
After we receive and consider all public comments, we will prepare a response to comments and describe any changes to the draft permit. We expect to make a final decision on the general permit in November 2026.
