Online Informational Presentation and Public Hearing
Modification of the Phase I Municipal Stormwater General Permit
Sept. 9, 2026, 2 p.m. PT, Online webinar
We will host an online public meeting and hearing, using Zoom, on the afternoon of Sept. 9. We will share an informational presentation that helps explain the draft permit's proposed changes. A question-and-answer session will follow, then a formal public hearing. The hearing is an opportunity for formal spoken testimony on the draft permit. The event will end when testimony is complete.
Spoken testimony will receive the same consideration as written comments. You can submit comments until Sept. 18, 2026.
We’re proposing a modification of the Phase I Municipal Stormwater Permit, which happens once during each five-year permit cycle. The Phase I Municipal Stormwater Permit requires local governments to manage and control stormwater runoff. This permit regulates stormwater discharges in the most highly populated areas in the state.
The current permit went into effect Aug. 1, 2024, and expires July 31, 2029. After Ecology receives and considers all public comments, we will prepare a response to comments and describe any changes to the draft modification of the permit. Ecology expects to make a final decision on the general permit in winter of 2026.
