Modification of the Phase I Municipal Stormwater General Permit

We ask that comments reference specific text, permit condition(s), and page number(s) in your comments whenever possible. It is also helpful if you describe the nature of your concern and propose any potential solutions or changes to permit language. We’re proposing a modification of the Phase I Municipal Stormwater Permit, which happens once during each five-year permit cycle. The Phase I Municipal Stormwater Permit requires local governments to manage and control stormwater runoff. This permit regulates stormwater discharges in the most highly populated areas in the state.
The current permit went into effect Aug. 1, 2024, and expires July 31, 2029. After Ecology receives and considers all public comments, we will prepare a response to comments and describe any changes to the draft modification of the permit. Ecology expects to make a final decision on the general permit in winter of 2026.
