Operations manual

Requirement to have an Operations manual. It provides procedures for safely transferring oil.

Response plan

Requirement to have a Spill response plan.  It provides details on how to manage an oil spill incident.

Training and certification program

Requirement to have a training and certification program to teach employees about the hazards of oil and oil spills, safe facility operations, and spill response and notification procedures.

Financial responsibility

Requirement for Class 2 facilities to have financial responsibility of $12,500 per barrel times 30 percent of the entire contents of the container(s) in which the oil is stored or transported. Maximum amount required is $5 million.

Requirement to have a transfer plan filled out prior to an oil transfer.

Delivering Facility Transfer Checklist

Checklist used by Ecology inspectors when they observe an oil transfer at a facility. If there are deficiencies in the process of transferring oil, they are noted on this checklist.
