Early reissuance

We are reissuing the permit early, and anticipate reissuing the ISGP in late Summer 2028. For current permittees, reapplying for the permit early is important to maintain permit coverage.  We will communicate this deadline and process with permittees. Please make sure the contact information in PARIS is accurate.

Stormwater can pick up pollution from factories and businesses. Those contaminants are carried into waterways and harm fish and other aquatic life. The National Pollutant Discharge Elimination System (NPDES) and State Waste Discharge permit helps industrial facilities comply with federal and state regulations that reduce pollution. We require most industrial sites in Washington to monitor, measure, and reduce stormwater pollution leaving their site. We use the federal Clean Water Act and state law (RCW 90.48.080) to regulate stormwater at industrial facilities.

The permit went into effect Jan. 1, 2025, and expires Dec. 31, 2029. We aim to reissue this permit early, in Aug. 2028.

Early permit reissuance

Ecology has started the proces to reissue the permit and we are aiming to reissue the permit about a year and a half before it's expiration.The current permit is effective until Dec. 31, 2029. However, we anticipate reissuing the permit in late summer 2028. We are doing this for two reasons, as part of a settlement agreement from the 2025 permit appeal and as an opportunity to rebalance workload for staff administrating our two largest general permits.

Early outreach

The first step in reissuing a permit is to review the permit and ask for input from industry and interested communities. Conducting early outreach allows Ecology to gather information before writing the next draft permit. This includes hearing from industry, technical experts, government partners, Tribes, community members, and other interested parties. This early feedback helps us better understand concerns, identify potential impacts, and look for areas where the permit can improve. We are planning to hold at least one public listening session, and provide an open feedback period with an online feedback form. Because this is an early information-gathering phase, Ecology will not provide formal responses to comments submitted during this period.

Anticipated timeline

  • Now: Review of the current permit and gather input from agency partners, experts, industry representatives, and interested community members.
  • Late summer/fall 2026: Early outreach. Hold at least one public listening session and offer an open feedback period on the current permit. Ecology will not provide formal responses to comments submitted during this period.
  • Early 2028: Release the official draft permit for formal public review and comment with at least one public meeting, hearing, and invitation for spoken and written comments for the official record.
  • Summer 2028: Make final permit reissuance decision.
