Service provider registration
The Recycling Reform Act requires the Producer Responsibility Organization (PRO) to begin reimbursing service provider costs in 2030. Service providers seeking reimbursement must submit an annual registration by Jan. 31, beginning in 2026 (RCW 70A.208.070). The information provided in the registration will be used by Ecology to inform a statewide needs assessment.
Who needs to register
Organizations that manage residential packaging and paper products for the purposes of recycling, composting, or reuse and want to be reimbursed for their costs should register as a service provider. That may include the following types of organizations:
- Local governments, Tribes, and public agencies that provide residential recycling services directly, contract for recycling services, or arrange for recycling services.
- Private residential recycling collection companies and recycling facilities.
- Organizations that provide reuse or refill infrastructure.
- Organizations that provide other services related to waste reduction, reuse, recycling, or composting of covered materials, or disposal of contamination or residuals.
Required information
As part of the registration process, you will be asked to provide the following:
- The contact information for a person representing the service provider.
- The address of the service provider.
- Identification of service areas where covered services are to be provided to covered entities.
- Identification of the covered services to be provided to covered entities, by service area.
- If applicable to services provided and, when possible, separated for collection, transfer, and processing:
- The number of covered entities currently provided service
- The number of covered entities eligible to receive service
- Total costs to provide service
- Tons managed during the preceding calendar year
Register as a service provider
Refer to the Service Producer Registration guidance document for step-by-step instructions on how to register.
Step 1 — Sign up for a SecureAccess Washington (SAW) account
If you already have a SAW account, go to Step 2 — Add service to your account.
- Go to the SAW homepage.
- Click “SIGN UP!” to create a username and password.
- Fill in the form with your information and click “SUBMIT."
- Check your email for confirmation and click the link in the email to activate your account.
- SAW will notify you that your account is activated. Continue to Step 2.
Step 2 — Add service to your account
- Login to SAW and click, "ADD A NEW SERVICE.”
- Click “I would like to browse a list of services by agency.”
- Click "Department of Ecology."
- Click "Apply" on "Recycling Reform Act."
- You will be automatically approved and receive a confirmation email. Press “OK.”
Step 3 — Register as a service provider
- Click “Recycling Reform Act” in your list of services. Click “Continue.”
- Once inside the Recycling Reform Act Service Provider Portal, follow the instructions on screen to complete your registration. Refer to the guidance document for additional instructions or reach out to recyclingreform@ecy.wa.gov if you need assistance.
Definitions from statute (RCW 70A.208.020)
Service provider means an entity that provides covered services for covered materials. A government entity that provides, contracts for, or otherwise arranges for another party to provide covered services for covered materials within its jurisdiction may be a service provider regardless of whether it provided, contracted for, or otherwise arranged for similar services before the approval of the applicable plan.
Covered services means collecting, transferring, transporting, sorting, processing, recovering, preparing, or otherwise managing for purposes of waste reduction, refill, reuse, recycling, composting, or disposal of contamination or residuals.
Covered material means packaging and paper products introduced into the state.
Covered entity means a person or location that receives covered services for covered materials in accordance with the requirements of this chapter, including:
- A single-family residence,
- A multifamily residence, and
- A public place where a government entity managed recycling collection receptacles as of Aug. 1, 2025, and any additional public place identified in an approved plan.
