The Fire Engine Deep Cleaning Project helps municipal fire departments remove residual PFAS (per- and polyfluoroalkyl substances) contamination from fire engines and related equipment. Firefighting foam that contains PFAS, often called aqueous film forming foam (AFFF), is widely used to fight liquid-fueled fires. PFAS chemicals are highly toxic and linked to serious health concerns, including cancer.
When AFFF has been stored in a fire engine, residue can build up in the tanks, piping, pumps, and fixtures. Even small amounts of leftover PFAS can:
- Contaminate new, fluorine-free foam placed in the engine.
- Enter soil, stormwater, or wastewater systems.
- Affect drinking water sources.
- Increase firefighters’ exposure during maintenance and operations.
Who can apply to the project?
Any municipal fire department in Washington that previously used PFAS-containing firefighting foam in their engines can apply. Participation is voluntary.
Why participate in this project?
We will cover the cost of deep cleaning fire engines contaminated with PFAS for selected departments and provide technical assistance.
The goals of the project are to:
- Remove as much PFAS residue as possible from engine tanks, piping, and fixtures.
- Reduce contamination of replacement fluorine-free foam.
- Reduce the risk of residual PFAS entering the environment.
- Reduce potential firefighter exposure.
- Focus resources where they will have the greatest benefit for communities and public health.
What are fire departments required to do if selected to participate?
If you are selected to participate in the project, you must complete the following steps:
- Sign a Participation Agreement. Selected departments will be sent and required to sign a participation agreement. The agreement outlines roles and responsibilities, recordkeeping and documentation requirements, and compliance with hazardous waste regulations.
- Obtain an EPA/Site ID number (if you don’t already have one). Deep cleaning activities may generate PFAS-contaminated wastewater or residual materials that are regulated as dangerous waste. Learn more about how to.
- Submit a Dangerous Waste Report every year until you deactivate your EPA/Site ID number.
