Boeing Developmental Center public comment

We’re overseeing the cleanup of contamination at Boeing Developmental Center (BDC), located at 9725 E. Marginal Way S. in Tukwila, Washington.

We invite you to review and comment on the following documents:

• Interim Action Work Plan (IAWP): A plan outlining a partial cleanup that will be done before the final cleanup.
• Public Participation Plan: A plan encouraging community involvement in cleanup decisions.

This public comment period opens Sept. 21, 2026, at 12 a.m. and closes Oct. 23, 2026, at 11:59 p.m.

Site background

Boeing Developmental Center (BDC) was established along the Lower Duwamish Waterway (LDW) in Tukwila in 1956. The 5-mile stretch of the LDW that flows north into Elliot Bay is a Superfund site. A Superfund site is a federal environmental cleanup led by the Environmental Protection Agency (EPA). BDC is located on the shore at the beginning of this 5-mile stretch.

Contamination

BDC focuses on aerospace research and development using chemicals in that result in hazardous waste. Historical land use and industrial practices contaminated soil and groundwater with contaminants that can cause cancer and be toxic to humans and animals. 

Cleanup

Cleanup at this site began under our Voluntary Cleanup Program in the 1990s. EPA is leading efforts to clean up the LDW while we are leading efforts to control sources of contamination from the surrounding land, including the BDC. The long-term goal is to minimize recontamination of the river sediment and restore water quality.

Interim action

To prevent erosion from the BDC to the LDW, Boeing is installing an 818-foot long sheet pile wall along the property boundary. Boeing took soil samples along the planned wall. Some samples showed soil contamination requiring cleanup. Installing this wall is the Interim Action Work Plan (IAWP) that is currently out for public comment.
