Air quality notice of construction application

We propose to approve CyrusOne Data Center’s air quality notice of construction application.
CyrusOne submitted a notice of construction (NOC) application for their data center located at 1025 D Street NW, in Quincy. They requested to:
- Reduce the number of permitted emergency generators from 42 to 22.
- Remove permit condition that limited operating multiple generators one day per year on average.
Their modeling analysis for a worst-case scenario would allow hours of operation to extend up to two days per year on an average of three years.
These changes will reduce the permitted amount of air emissions for all pollutants yearly from the facility.

We determined this proposal satisfies the requirements of Chapter 173-400 WAC. We plan to approve the application.

Background
Data centers, sometimes called server farms, house the servers that manage email, store data, and run apps (computer or mobile). If you shop on the web or use social media, store photos in "the cloud," or use AI (artificial intelligence), your information passes through a data center. Most of the data centers regulated by Ecology are located in Quincy and the Wenatchee area because those areas have dependable, lower cost electricity. Sign up for email updates about data centers.
A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.
A notice of construction air permit limits the amount of air pollutants a business can emit.
