Cap-and-Invest: Report to Legislature on EITE allowance allocation from 2035-2050

Provide comment on Ecology’s report to the Legislature on how no-cost allowances are allocated to Emission-Intensive Trade-Exposed Industries (EITEs) from 2035-2050.
Ecology will review and consider comments as we draft the final report. Comments received by the due date will be summarized and included in an appendix in the report submitted to the Legislature.

Background
In establishing the Climate Commitment Act (CCA), the Legislature recognized that certain industries face unique challenges in reducing their greenhouse gas emissions in the early years of the Cap-and-Invest Program. The Legislature decided to give no-cost allowances to these “emission-intensive, trade-exposed" industries, or “EITEs,” until at least 2034.
Ecology is preparing a report to the Legislature on EITE allowance allocation for 2035-2050. We're seeking feedback on draft materials for the report along with hosting a series of advisory meetings and a public meeting from May through July.
