If Ecology determines there is significant public interest, an online public hearing to accept oral comments will be held on December 3, 2025. Please use this link to register for the public hearing. Registration is required. After registering, you will receive a confirmation email containing information about joining the hearing. To express interest in this public hearing or to request registration help, contact Tara Roberts at tara.roberts@ecy.wa.gov. Ecology will notify interested parties on December 1, 2025, if the public hearing will not be held due to a lack of significant interest.

When the comment period ends, we'll review the comments received and make a final decision on issuing the permits.

Ecology is proposing a draft NPDES permit renewal for U.S. Oil and Refining. The draft permit and associated fact sheet, which explains the decisions in the permit, are available for review and comment.
