Texaco Strickland cleanup site, Lynnwood

Comment on a site investigation, cleanup options, and a cleanup plan.
The Texaco Strickland site was a gas station and lube facility. It opened in the 1950s. Operations at these now closed and demolished facilities led to contamination in the soil, groundwater, and soil vapor. Between 2022 and 2024, workers completed a partial cleanup. They removed most of the contamination, but a few areas of inaccessible soil contamination remain.
We are planning to address the remaining contamination at the site. We invite you to review and comment on the following documents:
- Remedial Investigation: A document detailing the nature (types) and extent (locations) of the contamination at the site.
- Feasibility Study: Explains the different cleanup options, called alternatives, including our preferred cleanup alternative and previous cleanup work already completed.
- Cleanup Action Plan: Our plan to clean up the remaining contamination at the site.

Two potentially liable persons – Strickland Real Estate Holdings, LLC and Chevron Environmental Management Company – are doing this cleanup work under a legal agreement with Ecology. Jiffy Lube International was added as a third potentially liable person for the site later in the process.
