Naval Radio Station Jim Creek

401 certification

We are seeking feedback on what water quality conditions we should consider for the Naval Radio Station Jim Creek 401 certification.

The permit allows the Naval Radio Station to discharge non-contact cooling water from a radio
transmitter into Jim Creek, which flows into the Stillaguamish River. Since 2016, the station has not
discharged cooling water directly into Jim Creek and instead primarily discharges cooling water to the
ground via an infiltration lagoon.

This facility is located in Snohomish County.

The EPA has given us the authority to write National Pollution Discharge Elimination System (NPDES) permits in Washington state. However, EPA retains authority to administer permits for federal facilities and those on Tribal land. We issue Section 401 water quality certifications for those permits.
