The Department of Ecology (Ecology) has determined a necessary modification of National Pollutant Discharge Elimination System (NPDES) Permit No. WA0041041 in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW) and Chapter 173-216 Washington Administrative Code (WAC).
A draft permit has been developed with an updated performance-based effluent limit (PBEL) for effluent temperature. The proposed permit would allow discharge of treated municipal wastewater from Willapa Regional Wastewater Treatment Plant to the Willapa River.

Background
We regulate wastewater released from municipalities and industries using the National Pollutant Discharge Elimination System (NPDES) Wastewater Discharge Permit. This permit regulates wastewater that goes directly into lakes, rivers, Puget Sound, or the ocean (surface water).
