Sabey Data Center, Quincy
Air quality notice of construction application
Nov. 3, 2025, 12 a.m. - Dec. 14, 2025, 11:59 p.m. PT
We propose to approve Sabey Data Center’s Building E air quality notice of construction (NOC) application.
Sabey Data Center Properties Intergate submitted a notice of construction application for their data center located at 2200 M Street NE, Quincy, in Grant County. They requested to add 13 emergency diesel generators to Building E at their facility.
This change will increase emissions:
- 9.67 tons per year nitrogen oxides (NOx)
 - 2.04 tons per year particulate matter (PM2.5)
 - 2.04 tons per year particulate matter (PM10)
 - 0.97 tons per year nitrogen dioxide (NO2)
 - 0.78 tons per year diesel engine exhaust, particulates

Background
Data centers, sometimes called server farms, house the servers that manage email, store data, and run apps (computer or mobile). If you shop on the web or use social media, store photos in "the cloud," or use AI (artificial intelligence), your information passes through a data center. Most of the data centers regulated by Ecology are located in Quincy and the Wenatchee area because those areas have dependable, lower cost electricity. Sign up for email updates about data centers.
A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.
A notice of construction air permit limits the amount of air pollutants a business can emit.
