Independent remedial action grants
We offer post-cleanup grants to local governments that independently clean up contamination under the Voluntary Cleanup Program. The purpose of Independent Remedial Action Grants (IRAGs) is to encourage and expedite cleanups, and decrease the associated costs of cleanup for ratepayers and taxpayers.
Funding cycle
- Amount of funding available: $700,000 for the 2023–2025 Biennium
- Grant award limit: $300,000 or $450,000 for economically-disadvantaged local governments
- Amount of matching funds required: 50% of total eligible costs ($300,000) for standard IRAGs, or 25% of total eligible costs ($150,000) for economically-disadvantaged local governments. Matching funds as low as 10% ($60,000) may be considered on a case-by-case basis.
Applications are currently being accepted.
Applications are open from Thursday, August 1, 2024 through Wednesday, June 18, 2025 at 5 p.m. Any applications still in process during that time will be canceled.
Funding is available for the following entities:
Local governments that have:
- Completed an independent cleanup through the Voluntary Cleanup Program.
- Received a determination of no further action from Ecology.
IRAG applicants who apply to the Voluntary Cleanup Program must complete a cultural resources consultation during cleanup to be eligible.
- Interim actions
- Remedial investigations
- Feasibility studies and remedy selection
- Engineering design and remedy construction
- Operation and maintenance, or monitoring of constructed remedy for up to one year
- Development of independent remedial action plans and reports

Cultural resource review
For ground-disturbing remedial actions to be eligible for grant funding, Ecology or another state or federal agency must consult with the Washington Department of Archaeology and Historic Preservation and affected Tribes before cleanup actions begin.
