Mandatory greenhouse gas reports
Washington requires some facilities, electric power entities (EPEs), and fuel suppliers to annually report their greenhouse gas emissions. We use these reports to better understand the amount and sources of carbon pollution in Washington and to support the Cap-and-Invest Program established by the Climate Commitment Act (CCA).
Greenhouse gas emissions data
Greenhouse gas reporting data can be viewed, filtered, and downloaded on data.wa.gov. This table contains information from all reports for each year since reporting began in 2012. Data from 2012-2021 will not include emissions from reporters that were required to report for the first time in 2023 for reporting year 2022, such as fuel suppliers other than natural gas and EPEs.

This dataset does not include all of Washington’s emissions. See the Washington State Greenhouse Gas Emissions Inventory for statewide emissions totals.
The inventory and other official greenhouse gas emissions totals often don't include biogenic carbon dioxide emissions. Subtract biogenic carbon dioxide emissions from total emissions or use the provided alternate graphs below for emissions more consistent with those other programs.

Reporting your greenhouse gas emissions
The information below will help you report your emissions for the required greenhouse gas reporting program.
Some facilities that are required to report their emissions to us are also required to report to the EPA. Please visit their website for more information about the EPA greenhouse gas reporting program. Sector-specific reporting tools for fuel suppliers and electric power entities are available by email.
Who is required to report in Washington?
- Facilities that emit at least 10,000 metric tons of carbon dioxide equivalent (MT CO2e) per year of total greenhouse gas emissions in Washington.
- Fuel suppliers that produce, import, or deliver products equivalent to 10,000 MT CO2e of total greenhouse gas emissions per year in Washington.
- Electric power entities (EPEs) that import or deliver electricity equivalent to 10,000 MT CO2e or more per year of total greenhouse gas emissions in Washington.
Steps to register your facility and report your greenhouse gases

There is an annual reporting fee. The fee is based on our cost to administer the program and the number of businesses reporting that year. View the fee schedule for 2024 reporting.
