Upland Finfish Hatching & Rearing General Permit
The Upland Finfish Hatching and Rearing General Permit regulates the discharge of wastewater from fish hatcheries in Washington state. Salmon, trout, and other finfish species are grown for a variety of reasons, such as commercial sales, fishing opportunities, and conservation.
The current permit went into effect Oct. 1, 2021, and it expires Sept. 30, 2026.

Permit reissuance
The public comment period is now closed for the draft permit. We are reviewing and considering all comments received. We will develop a final draft of the permit based on comments and publish an official Response to Comments as an appendix to the fact sheet. A final decision on permit issuance is expected late summer 2026.

Public involvement
Ecology provided public notice of the draft general permit determinations (WSR 26-07-056) and accepted comments from April 1, 2026, through May 22, 2026. We hosted two public meetings and formal hearings to explain the draft permit's proposed changes and provided opportunity for formal spoken testimony. We received comments online, by mail, and during our public hearing.

Late Summer 2026: Decision on reissuance
Sept. 30, 2026: Current permit expires
