Upland Finfish Hatching & Rearing General Permit

The Upland Finfish Hatching and Rearing permit regulates the discharge of wastewater from fish hatcheries in the state of Washington that raise salmon, trout, and other finfish species. These fish species are raised for a variety of reasons such as commercial sales, fishing opportunities, and conservation.

The current permit went into effect Oct. 1, 2021, and expires on Sept. 30, 2026.

Permit reissuance

The current permit expires on Sept. 30, 2026. The permit reissuance process includes informal listening sessions, a formal public comment period on the draft permit, and formal public meetings and hearings. We plan to make a permit reissuance decision on final permit language at the end of this process in fall 2026.

Anticipated timeline

Spring 2026: Formal public comment period on the draft permit
Fall 2026: Decision on reissuance
Sept. 30, 2026: Current permit expires
