Chapter 173-910 WAC - Mercury Lights Stewardship

The Department of Ecology is starting the rulemaking process to amend Chapter 173-910 WAC – Mercury-containing Lights Product Stewardship Program. In 2024 the legislature changed several program requirements in the law and added a ban on the sale of certain mercury-containing lights beginning Jan. 1, 2029.

This rulemaking would align the rule with the new requirements in the law by changing the daily bulb recycling drop-off limit, updating the agency fee, and adding new requirements for product stewardship plans. Ecology also intends to provide clarity on certain elements of the program such as roles and responsibilities and funding.
