Emergency response towing vessel analysis

We are conducting an analysis of whether an Emergency Response Towing Vessel (ERTV) serving the waterways around the San Juan Islands would reduce oil-spill risk.

We welcome your input and encourage you to get involved. We will be presenting preliminary results from the Tug Escort and ERTV analyses on April 4, 2023. 

The webinar will run from 9:00 a.m. to 11:00 a.m., and will include an hour for questions and comments. This will be a joint event for the Tug Escort and ERTV analyses.

Legislative direction

The Legislature directed us to use our Oil Spill Risk Modeling Framework to “assess whether an emergency response towing vessel serving Haro Strait, Boundary Pass, Rosario Strait, and connected navigable waterways will reduce oil spill risk.” This language is in RCW 88.46.250. We will submit a summary report of this analysis to the Legislature by Sept. 1, 2023.
