We are working with the Board of Pilotage Commissioners (BPC), using a quantitative model we developed, to analyze tug escort requirements for oil tankers, articulated tug barges, and towed oil barges in Washington waters of the Salish Sea. The analysis will evaluate potential changes to escort requirements for their effects on oil spill risk.

The webinar will run from 9:00 a.m. to 11:00 a.m., and will include an hour for questions and comments. This will be a joint event for the Tug Escort and ERTV analyses.

Legislative direction
The Pilotage Act, RCW 88.16.260, directs the BPC to conduct this analysis using our Oil Spill Risk Modeling Framework. Our agency and the BPC entered into an Interagency Agreement to conduct this analysis. BPC approved the scope of work on Dec. 9, 2021. We will submit a summary report of this analysis to the Legislature by Sept. 1, 2023.
