Ecology and the Board of Pilotage Commissioners (BPC) are using a quantitative model developed by Ecology to analyze tug escort requirements for oil tankers, articulated tug barges, and towed oil barges in Washington waters of the Salish Sea. The analysis will evaluate potential changes to escort requirements for their effects on oil spill risk.
We welcome your input and encourage you to get involved. We will be hosting a series of outreach events on this project for Tribes and stakeholders starting in Spring 2022. We will announce event content and registration details as events are scheduled.
Our first event was a project kickoff webinar on June 8, 2022. A recording of the webinar along with a copy of the slides, Q&A session notes, and associated documents are available on our Outreach Documentation page.
Our second webinar will be held on July 13, 2022, from 10 a.m. to noon. This will be a joint event for the Tug Escort and ERTV analysis. REGISTER
The Pilotage Act, RCW 88.16.260, directs the BPC to conduct this analysis using Ecology’s Oil Spill Risk Modeling Framework. Ecology and the BPC entered into an Interagency Agreement to conduct this analysis. BPC approved the scope of work on December 9, 2021. We will submit a summary report of this analysis to the Legislature by September 1, 2023.
