Air Operating Permit

We propose to approve the renewal of D&L Foundry's air operating permit (AOP).
D&L Foundry applied to renew their air operating permit for their iron parts manufacturing facility located at 12970 Wheeler Road, Moses Lake, in Grant County. The facility covers about 52 acres. About half of it is used to sort, melt, mold, grind, and clean iron and steel for new iron castings. The active portion of the foundry includes scrap preheaters, furnaces, sand handling systems, and dust collectors.
Since the most recent air operating permit was issued, D&L Foundry has made these changes:
- Installed a new baghouse that should improve capture efficiency by 25% over the existing one in the cleaning/grinding area.
- Installed two new pulse jet-style dust collectors to replace four aging dust collectors.
- Updated their carbon monoxide emission factor from a facility-wide emission rate to separate rates for each of their processes. There is no change in production with the new carbon monoxide emission rate change.
Documents for review
We determined this proposal satisfies the requirements of Chapter 173-401 WAC. We plan to approve the renewal of the air operating permit.

Background
Commercial and industrial businesses that emit large amounts of air pollution are required to get an air operating permit. An air operating permit is a master document that lists all of the air pollution requirements that apply to a business or industry. We issue these permits, along with other clean air agencies in Washington.
