Draft 2026-2027 Budget and Fee Schedule

Air quality registration

Aug. 1, 2025, 12 a.m. - Oct. 3, 2025, 11:59 p.m. PT

We propose a draft budget and fee schedule for the air quality registration program.

A business in our jurisdiction pays an annual registration fee based on its assigned tier. Our jurisdiction covers counties that don't have a local clean air agency, specifically:  Adams, Asotin, Chelan, Columbia, Douglas, Ferry, Franklin, Garfield, Grant, Kittitas, Klickitat, Lincoln, Okanogan, Pend Oreille, Stevens, Walla Walla, and Whitman counties. The fee period covers calendar years 2026 and 2027.

Information for review:

Tier – Annual Emissions (tons per year) 2026 fee 2027 fee
Tier 1 – less than 0.01 $318 $330
Tier 2 – 0.01–10 $1,112 $1,157
Tier 3 – +10–20 $2,065 $2,148
Tier 4 – +20–70 $2,383 $2,478
Tier 5 – +70 $11,121 $11,566
Tier 6 – synthetic minor source (defined in WAC 173‑400‑030(93)) that emits or has the potential to emit at or above 80 percent of the threshold for a major source (defined in WAC 173‑401‑200(19)) $12,710 $13,218

Background

If a business emits air pollution, it is probably regulated by Ecology or a local clean air agency. This may require registering every year. A business must pay a yearly fee based on the amount of air pollution they produce and they must report their emissions. Read more about the air quality registration program.
