Air quality notice of construction application – Opportunity to request a public comment period

We propose to approve the Boise Cascade's Kettle Falls Plywood air quality notice of construction (NOC) application. We will hold a public comment period if one is requested.

Boise Cascade submitted a notice of construction application to replace an existing multiclone dust collector with a new more efficient one at their Kettle Falls Plywood facility located at 1274 South Boise Road, in Kettle Falls. The facility makes plywood sheets from 3 veneer dryers. This multiclone is essential in keeping the air clean that is fed to the dryers from the fluidized bed combustors.  The new multiclone equipment is expected to reduce particulate matter (PM) air emissions at the facility.

  • Multiclone dust collector: A mechanical dust collector that uses a series of cyclones to separate dust and particles from a gas stream.
  • Cyclone: A cyclone is pollution control technology equipment that collects particle pollution like dust, plastic, and fine particles.
  • Fluidized bed combustors: Commonly used in industrial processes that require efficient combustion of solid fuels. Some of the benefits:  they can handle different types of fuel, produce fewer pollutants, and can burn lower quality fuels.

We determined this proposal satisfies the requirements of Chapter 173-400 WAC. We plan to approve the application. We will hold a public comment period on a draft air permit ("approval order") that includes this change if we receive a written request by Sept. 26, 2024.

Background

A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.

A notice of construction air permit limits the amount of air pollutants a business can emit.
