Air quality notice of construction application – Opportunity to request a public comment period

We propose to approve EPL Feed’s air quality notice of construction (NOC) application. We will hold a public comment period if one is requested.
EPL Feed submitted a notice of construction application to replace their boiler. Their current Cleaver Brooks 150-hp natural gas-fired boiler will be replaced with a Williams and Davis Boilers 400-hp natural gas-fired boiler. The boiler will use the existing exhaust stack. A natural gas-fired boiler is another kind of industrial boiler. It uses natural gas to heat water or steam for industrial production. EPL Feed provides products to dairy producers, including milk replacements, custom formulated products, lactation products, and other specialty products for species other than cows. The facility is located at 2098 West McManamon Road in Othello.

We determined this proposal satisfies the requirements of Chapter 173-400 WAC. We plan to approve the application. We will hold a public comment period on a draft air permit ("approval order") that includes this change if we receive a written request by April 17, 2025.

Background
A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.
A notice of construction air permit limits the amount of air pollutants a business can emit.
