Air quality notice of construction application – Opportunity to request a public comment period

We propose to approve Gas Transmission Northwest's air quality notice of construction (NOC) application. We will hold a public comment period if one is requested.

Gas Transmission Northwest (GTN) is a compressor station located about eight miles west of Starbuck. It uses natural gas compressors to maintain the pressure of natural gas flowing through pipelines that run from Canada to California, passing through Washington.

GTN submitted a notice of construction application to run two natural gas turbines at Compressor Station #7 in below-zero temperatures, so they can keep supplying gas to customers during cold weather. GTN proposes to install low nitrogen oxides (NOx) combustor technology to help reduce potential emissions when it's cold.

GTN expects that running during cold weather could increase emissions by up to:

  • 3.74 tons per year of nitrogen oxides NOx)
  • 6.3 tons per year of carbon monoxide (CO)

Document for review

We determined this proposal satisfies the requirements of Chapter 173-400 WAC. We plan to approve the application. We will hold a public comment period on a draft air permit ("approval order") that includes this change if we receive a written request by August 26, 2025.

Background

A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.

A notice of construction air permit limits the amount of air pollutants a business can emit.
