H5 Data Centers, Quincy
Air quality notice of construction application – Opportunity to request a public comment period
June 17, 2024, 12 a.m. - July 8, 2024, 11:59 p.m.
We propose to approve H5 Data Centers' air quality notice of construction (NOC) application. We will hold a public comment period if one is requested.
H5 Data Centers – Quincy submitted a notice of construction application to:
- Reduce the number of permitted emergency generators from 18 to 13.
- Reduce the number of the cooling tower units from 12 to 9. Design of 5 new cooling tower units use less water and will have lower emissions.
These changes will reduce the permitted amount of air emissions from the facility located at 1711 M Street NE, in Quincy.
Documents for review
We determined this proposal satisfies the requirements of Chapter 173-400 WAC. We plan to approve the application. We will hold a public comment period on a draft air permit ("approval order") that includes this change if we receive a written request by July 8, 2024.
To request a public comment period, use one of the ways listed below.

Background
A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.
A notice of construction air permit limits the amount of air pollutants a business can emit.
