Air quality notice of construction application – Opportunity to request a public comment period

We propose to approve Klickitat Valley Health's air quality notice of construction (NOC) application. We will hold a public comment period if one is requested.
Klickitat Valley Health submitted a notice of construction application for their facility located at 310 Roosevelt Avenue in Goldendale. Klickitat Valley Health proposes to:
- Install burners for two existing natural gas-fired hot water boilers and one emergency diesel generator
- Remove two existing emergency diesel generators, two hot water heaters, and a rooftop unit with gas pre-heat
With this change, the facility will have four natural gas-fired boilers, but Klickitat Valley Health will only operate two boilers at a time.
Documents for review
If we determine this proposal satisfies the requirements of Chapter 173-400 WAC, we plan to approve the application. We will hold a public comment period on a draft permit ("approval order") that includes this change if we receive a written request by June 25, 2025.

Background
A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.
A notice of construction air permit limits the amount of air pollutants a business can emit.
