Air quality notice of construction application

We propose to approve SDS Lumber's air quality notice of construction (NOC) application.
SDS Lumber Company submitted a notice of construction application for their lumber and plywood manufacturing facility located at 123 Industrial Road in Bingen. SDS Lumber Company requests approval to:
- Increase emissions for its existing lumber drying kiln #3 and kiln #4.
- Reduce the units' operating temperature and change the proportions of wood species that the two kilns process.
This will cause emission increases of up to the following, depending on how the kilns operate:
- 0.58 tons per year particulate matter (PM2.5)
- 15 tons per year volatile organic compounds (VOCs)
- 1,800 pounds per year acetaldehyde
- 38 pounds per year acrolein
- 8 pounds per year formaldehyde
- 1,500 pounds per year methyl alcohol
- 48 pounds per year propionaldehyde

Background
A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.
A notice of construction air permit limits the amount of air pollutants a business can emit.
