Air quality notice of construction application – Opportunity to request a public comment period

We propose to approve Schweitzer Engineering Laboratories' air quality notice of construction (NOC) application. We will hold a public comment period if one is requested.
Schweitzer Engineering Laboratories (SEL) designs, manufactures, and supports products and services to protect, monitor, control, automate, and meter electric power systems. Their facility is located at 2350 NE Hopkins Court in Pullman.
SEL submitted a notice of construction application proposing additional pieces of equipment related to:
- Soldering electronic circuits
- Adding new soldering alloys
- Metal powder spray drying and metalworking activities
The potential emissions increase from the additional equipment is:
- Less than 0.1 tons per year particulate matter (PM)
- About 12.6 tons per year volatile organic compounds (VOCs)

We determined this proposal satisfies the requirements of Chapter 173-400 WAC. We plan to approve the application. We will hold a public comment period on a draft air permit ("approval order") that includes this change if we receive a written request by July 15, 2025.

Background
A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.
A notice of construction air permit limits the amount of air pollutants a business can emit.
