Air quality notice of construction application

We propose to approve Simplot-Rainier's air quality notice of construction (NOC) application.
Simplot-Rainier submitted a notice of construction application for an existing permitted potato processing facility located at 2107 Road O NE, Moses Lake, in Grant County. This proposed project makes changes to some of the equipment already permitted. Simplot-Rainier requested to:
- install a wet electrostatic precipitator to control particles from fryer equipment
- add controls to reduce sulfur in the biogas that comes from their current process water digester
Emission increases from this project include:
- 26.2 tons per year nitrogen oxides (NOx)
- 26.2 tons per year carbon monoxide (CO)
- 28.8 tons per year particulate matter (PM)
- 99.8 tons per year volatile organic compounds (VOCs)

We determined this proposal satisfies the requirements of Chapter 173-400 WAC. We plan to approve the application.

Background
A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.
A notice of construction air permit limits the amount of air pollutants a business can emit.
