Air quality notice of construction application – Opportunity to request a public comment period

We propose to approve Walla Walla Foundry's air quality notice of construction (NOC) application. We will hold a public comment period if one is requested.

Walla Walla Foundry submitted a notice of construction application for their existing contemporary art sculpture manufacturing facility located at 405 Woodland Avenue, in Walla Walla. They propose to increase their use of mild steel welding electrodes to 4,800 pounds per year, from the current 50 pounds. With existing filtration controls, this change will result in increased emissions of 26.23 pounds per year in particulate matter (PM).

The foundry produces multimedia sculptures that involve:

  • Mold production using wax and ceramic materials
  • Fabrication involving abrasive blasting, welding, tooling, milling, and abrasive surfacing of metal, plastics, wood, and glass
  • Surface coating operation applying patina chemicals, paint, and topcoat sealing systems

Document for review

We determined this proposal satisfies the requirements of Chapter 173-400 WAC. We plan to approve the application. We will hold a public comment period on a draft air permit ("approval order") that includes this change if we receive a written request by October 10, 2025.

Background

A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.

A notice of construction air permit limits the amount of air pollutants a business can emit.
