Event information
We started a rulemaking to develop Chapter 173-339 WAC – Cosmetic Products Restrictions, a rule that restricts formaldehyde-releasing chemicals in cosmetic products. During this webinar, we will:
- Present the preliminary draft rule.
- Answer your questions.
- Listen to your feedback.
We will use your feedback to help us write the formal draft rule, which we intend to propose later this year.

Background information
In 2023, Washington Legislature passed the Toxic-Free Cosmetics Act (TFCA) (Chapter 70A.560 RCW) to improve cosmetic and personal care product safety and protect Washington’s residents and environment from toxic chemicals.
We started a rulemaking to develop a new chapter in the Washington Administrative Code (WAC): Chapter 173-339 WAC—Cosmetic Products Restrictions. We are conducting this rulemaking to:
- Make cosmetics safer for consumers and the environment.
- Reduce consumers’ and workers’ exposure to formaldehyde.
- Address the disproportionate harms caused by cosmetic products in overburdened communities and vulnerable populations.
- Reduce the amount of formaldehyde entering the environment.
