Battery Stewardship Rulemaking CR-102

We will hold a public hearing on Aug. 28, 2025 1 p.m. – 4 p.m. on a proposed new rule, Chapter 173-905 WAC - Battery Stewardship Program. The Department of Ecology is proposing the new rule to guide implementation of Washington’s new extended producer responsibility program for batteries.

Beginning July 2027, the program will improve battery recycling in Washington by providing free and convenient battery collection opportunities for all Washington residents. The rule clarifies certain elements of the law, such as definitions, goals and performance targets, collection and management standards, reporting requirements, and fees a battery stewardship organization pays to Ecology to administer, implement, and enforce the program.
