Public notice of construction permit

The Department of Ecology invites you comment on the proposed Notice of Construction Permit to construct a wool manufacturing facility on a greenfield site in Wallula (Walla Walla County). The comment period runs from 12:01 a.m., July 30 – 11:59 p.m., Sept. 10, 2025.

The proposed Rockwool facility will be located at 12 Petersen Road, Wallula with corporate offices located at 665 Northport Avenue, Ranson WV 25430. The facility will use an electric melter to melt ores, followed by spinning the melted material into fibers. Rockwool will then cure, cool, and cut the material to make insulation products. In addition to ores, the facility also re-melt mineral wool wastes to make new products. 

Air pollutants that may increase because of this project include: carbon dioxide, nitrogen oxides, particulate matter, sulfur dioxide, as well as 68 different volatile organic compounds (VOCs) and toxic air pollutants.
